OMG that is horrible! I must say I have never heard of such a thing!!
I would assume he cooked but I don't understand the melting part?!? How big was the enclosure? I use a 100W MVB in my 4x2x2' enclosure and that paired with a 60 w house bulb keeps my tank nice and toasty in the winter months so a 250W is an awfully large bulb. I use a 160W for basking and a 100W flood located more central in my 8x4x4 to keep that toasty warm in the winter.
As for smell I would go with a bleach and water solution on the enclosure and the home will need alot of airing out. We once had our cat crawled into our attic and fell down befind the floor board that were directly behind the bathroom cupboard, and he broke his neck. It was summer so we started smelling something horrible. We started trying to locate where the smell was worse and started hammering our drywall. It took 3 broken walls to find out our cat had fallen, broken his neck, and was rotting in our wall. We cleaned it out with beach, lysol, used air freshener you name it. Finally the smell disapated but every summer on hot muggy days it would linger in our house. There is no smell worse then that.
