I can't answer your first question very well since it has been a while since my adults were smaller. But it does seem that they grow like weeds at certain points!
I would think that 2yo is consider adult length with some filling out occuring until 3yo. Of course, everything with reptiles is variable with diet, environment, and hibernation. I had a red come to me that was 3yo, but heavily neglected in his early years. In the next year he grew and filled out quite a bit with a proper diet, sunshine, and exercise.
