What a pretty little tegu! You can try covering 3 sides of his enclosure with paper and see if that helps him feel safer.

Thanks. He has been coming out more often now. Mainly when I'm not home, according to my roommates. But he has also been letting me hold him more and slightly eating a little more so all pluses so far.

Well today he was in a bad mood. He was breathing very deeply, tail whipped me from across the cage, and was hissing. I decided after that to take out some of his substrate (aspen) and put boards around the other sides of the cage so only the front showed. Plus he wouldn't eat any of his food.

He might be just stressed out a bit. Is he starting to shed or is in shedding right now ? Were the lights off when he was in the enclosure being so moody ?

Yeah, I'm thinking it was stress. I did move things in his cage a lot. He just got done with a shed 2 days ago. The lights were on the whole time. He seems to have calmed down a bit so I'm thinking it was just stress from me moving his stuff around.

I think so, too, and because he just got done shedding. Some of mine used to get moody, too, when they were shedding. Maybe if you have some time you could sit by his enclosure and just talk to him without reaching into the enclosure. This way he gets to see and hear you. He will come to you if he wants to come out.
