Looks like a Cherry Red Headed tortoise to me.
Nope, definitely not a Brasilian cherry head. Wish the head detail was clearer, I'm most inclined to say a box turtle of some variant.
Thank you desz0000 for trying to help. I googled it up and watched a view youtube videos but the cherry red headed tortoise the shell looks a differently and the heads are not as red.

Actually, the heads on Chelonoidis carbonaria can and do indeed get that red. I breed these guys and everyone always remarks on how red mine are.
As for it being a box turtle, like I said, I can't be sure, but there are different species, and even some of the American populations can get very, very red. Like I've said about tegus, there is a lot of variation in the species, so looking at one photo and thinking that's how all should look is misleading. If a better shot of the head could be achieved, that would be the give away.

hillmans. At first I thought about getting it. But I got smart and sad no. We have five Tegus, a black throat monitor, a leopard gecko, a dog and a rescued white wing dove. This is enough for us . Since I have never seen a turtle/tortoise like this one before I still wanted to find out what kind it is. I do love watching them eat.

I'll vote for box turtle as well, a red head and red-spotted limbs like that is not too unusual, especially in males. I would also speculate that it is a three-toed box turtle, a subspecies of Eastern box turtle, due to the location where it was found (San Antonio looks to be just within their range) and general appearance. Like others have said, you can't be sure without a clearer photo.
If I had found it I would probably have a good look at it to see if it were wild, looking for shell nicks, scrapes etc. that would be common in wild specimens but not so much in captive animals. Then release it somewhere appropriate if it appears wild.
