The ZooMed meter is said the be made by SolarTech, the same people that make the SolarMeter 6.2.

Think of UV like heat and its source like fire. The most intense heat is near the fire, so yes, to get a higher UVB reading at the basking spot you will need to decrease the distance between the basking spot and the source.

but what is the best reading for a tegu?
i think that 80 is just fine for a whole day basking.

If I ever get one I'll get it direct from SolarTech for $189. Sometimes I see them at the reptile show with the FlexWatt and $150 thermostats. Maybe I'll get one after the Blue Tegu's hatch this year. It really is a great investment if it saves you replacing your UVB bulbs too early or finds a bulb that is NG when you buy it.
